Ajo \u00ebsht\u00eb kthyer n\u00eb nj\u00eb simptom\u00eb t\u00eb nj\u00eb tregu t\u00eb deformuar, ku transparenca \u00ebsht\u00eb minimale dhe p\u00ebrgjegj\u00ebsia shp\u00ebrndahet aq holl\u00eb sa n\u00eb fund nuk mbetet askush realisht p\u00ebrgjegj\u00ebs.<\/p>\n<p>\u00cbsht\u00eb e v\u00ebrtet\u00eb q\u00eb Shqip\u00ebria importon karburant dhe varet nga \u00e7mimet globale. Por kjo shpjegon vet\u00ebm nj\u00eb pjes\u00eb t\u00eb problemit. Ajo q\u00eb nuk shpjegohet \u00ebsht\u00eb pse rritjet jan\u00eb kaq t\u00eb shpejta, nd\u00ebrsa uljet kaq t\u00eb ngadalta. Pik\u00ebrisht k\u00ebtu, teoria e \u201ctregut t\u00eb lir\u00eb\u201d fillon t\u00eb ting\u00eblloj\u00eb m\u00eb shum\u00eb si nj\u00eb justifikim sesa si realitet.<\/p>\n<p>N\u00eb praktik\u00eb, tregu i karburanteve funksionon si nj\u00eb oligopol, i dominuar nga dy ose tre kompani kryesore q\u00eb kan\u00eb fuqin\u00eb t\u00eb ndikojn\u00eb \u00e7mimin. Kur konkurrenca reale mungon, \u00e7mimi nuk p\u00ebrcaktohet m\u00eb nga mekanizmat e tregut, por nga interesa t\u00eb p\u00ebrbashk\u00ebta dhe marr\u00ebveshje t\u00eb heshtura. N\u00eb k\u00ebt\u00eb pik\u00eb, nuk po flasim m\u00eb p\u00ebr ekonomi t\u00eb lir\u00eb, por p\u00ebr kontroll.<\/p>\n<p>Nafta, para ndryshimeve n\u00eb burs\u00eb, tregtohej me nj\u00eb \u00e7mim mesatar prej 175\u2013180 lek\/lit\u00ebr, q\u00eb n\u00ebnkuptonte nj\u00eb TVSH rreth 30 lek\/lit\u00ebr. Aktualisht, \u00e7mimi ka arritur n\u00eb 220 lek\/lit\u00ebr, me TVSH 36.67 lek\/lit\u00ebr, pra nj\u00eb rritje prej 6.67 lek\/lit\u00ebr. Kjo diferenc\u00eb transferohet drejtp\u00ebrdrejt tek konsumatori dhe nj\u00ebkoh\u00ebsisht rrit t\u00eb ardhurat n\u00eb buxhet n\u00eb kurriz t\u00eb tij.<\/p>\n<p>Duke marr\u00eb n\u00eb konsiderat\u00eb se n\u00eb nj\u00eb muaj \u00e7doganohen rreth 61,700 ton karburant, q\u00eb korrespondojn\u00eb me af\u00ebrsisht 73.45 milion litra, efekti financiar i k\u00ebsaj rritjeje p\u00ebrkthehet n\u00eb rreth 5.06 milion euro n\u00eb muaj shtes\u00eb q\u00eb paguhen nga konsumator\u00ebt.<\/p>\n<p>Nj\u00eb problem tjet\u00ebr lidhet me indeksimin e akciz\u00ebs. Nga 38.8 lek\/lit\u00ebr ajo rritet n\u00eb 39.356 lek\/lit\u00ebr, duke shtuar rreth 0.536 lek p\u00ebr lit\u00ebr n\u00eb \u00e7mim. Lind nj\u00eb pyetje thelb\u00ebsore: pse qeveria aplikon indeksimin mbi akciz\u00ebn, nd\u00ebrkoh\u00eb q\u00eb nuk ndjek t\u00eb nj\u00ebjtin parim p\u00ebr pagat dhe pensionet? A reflekton kjo nj\u00eb rritje reale t\u00eb mir\u00ebqenies, apo thjesht nj\u00eb barr\u00eb shtes\u00eb mbi qytetar\u00ebt?<\/p>\n<p>N\u00eb k\u00ebt\u00eb kontekst, q\u00ebllimi i politikave fiskale b\u00ebhet i paqart\u00eb: a synohet mb\u00ebshtetja e qytetar\u00ebve apo rritja e barr\u00ebs mbi ta?<\/p>\n<p>Zgjidhjet jan\u00eb t\u00eb qarta: ose qeveria nd\u00ebrhyn p\u00ebr t\u00eb stabilizuar taksat (akciz\u00eb, karbon, qarkullim) p\u00ebr t\u00eb zbutur efektin e \u00e7mimit, ose k\u00ebto politika perceptohen si nj\u00eb zhvendosje e vazhdueshme e kostos tek konsumatori.<\/p>\n<p>Nj\u00eb tjet\u00ebr \u00e7\u00ebshtje q\u00eb k\u00ebrkon v\u00ebmendje \u00ebsht\u00eb p\u00ebrdorimi i aditiv\u00ebve n\u00eb karburant, t\u00eb cil\u00ebt ligj\u00ebrisht lejohen p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar djegien dhe p\u00ebr ta b\u00ebr\u00eb at\u00eb m\u00eb \u201cekologjike\u201d, sipas ligjit nr. 46\/2025. N\u00eb teori, kjo \u00ebsht\u00eb nj\u00eb praktik\u00eb pozitive.<\/p>\n<p>N\u00eb praktik\u00eb, lind pyetja: kush e kontrollon realisht k\u00ebt\u00eb proces? N\u00eb nj\u00eb treg t\u00eb p\u00ebrqendruar n\u00eb pak duar, ku mungon konkurrenca dhe transparenca, ekziston rreziku q\u00eb ky mekaniz\u00ebm t\u00eb p\u00ebrdoret jo p\u00ebr standarde mjedisore, por p\u00ebr manipulim t\u00eb cil\u00ebsis\u00eb dhe rritje fitimi.<\/p>\n<p>Situata b\u00ebhet edhe m\u00eb shqet\u00ebsuese kur li\u00e7enca p\u00ebr realizimin e p\u00ebrzierjes i \u00ebsht\u00eb dh\u00ebn\u00eb nj\u00eb prej kompanive m\u00eb t\u00eb m\u00ebdha t\u00eb karburanteve. Kjo vendos n\u00eb pik\u00ebpyetje serioze besueshm\u00ebrin\u00eb e k\u00ebtij mekanizmi, pasi rreziku i manipulimit shum\u00ebfishohet.<br \/>\nN\u00ebse kontrolli institucional \u00ebsht\u00eb i dob\u00ebt, at\u00ebher\u00eb \u201cekologjia\u201d mund t\u00eb kthehet leht\u00ebsisht n\u00eb nj\u00eb justifikim p\u00ebr abuzim.<\/p>\n<p>Paralelisht, dyshimet p\u00ebr praktika t\u00eb padrejta n\u00eb zinxhirin e furnizimit, p\u00ebrfshir\u00eb shmangien apo vonesat n\u00eb detyrimet doganore, vet\u00ebm sa e thellojn\u00eb mosbesimin publik. N\u00ebse disa operator\u00eb p\u00ebrfitojn\u00eb avantazhe t\u00eb fshehta, at\u00ebher\u00eb tregu nuk \u00ebsht\u00eb m\u00eb thjesht i pabarabart\u00eb, por i manipuluar.<\/p>\n<p>Dhe pastaj vjen shteti. Jo si arbit\u00ebr, por shpesh si spektator. Nj\u00eb pjes\u00eb e konsiderueshme e \u00e7mimit t\u00eb karburantit p\u00ebrb\u00ebhet nga taksa dhe akciza q\u00eb mbeten t\u00eb pandryshuara edhe kur \u00e7mimet rriten ndjesh\u00ebm. Kjo do t\u00eb thot\u00eb q\u00eb shteti p\u00ebrfiton m\u00eb shum\u00eb t\u00eb ardhura n\u00eb m\u00ebnyr\u00eb automatike, nd\u00ebrkoh\u00eb q\u00eb qytetar\u00ebt paguajn\u00eb fatur\u00ebn e plot\u00eb.<\/p>\n<p>Pyetja nuk \u00ebsht\u00eb n\u00ebse shteti mund t\u00eb nd\u00ebrhyj\u00eb, sepse mundet. Pyetja \u00ebsht\u00eb pse nuk e b\u00ebn.<\/p>\n<p>Nj\u00eb politik\u00eb fiskale m\u00eb e drejt\u00eb do t\u00eb k\u00ebrkonte ulje t\u00eb p\u00ebrkohshme t\u00eb barr\u00ebs tatimore n\u00eb periudha krize, duke reflektuar rritjen e t\u00eb ardhurave buxhetore si efekt i \u00e7mimeve t\u00eb larta. Por kjo k\u00ebrkon vullnet politik, jo thjesht justifikime teknike.<\/p>\n<p>N\u00eb fund, problemi nuk \u00ebsht\u00eb vet\u00ebm \u00e7mimi i karburantit. Problemi \u00ebsht\u00eb nj\u00eb sistem ku tregu nuk \u00ebsht\u00eb realisht i lir\u00eb, kontrolli \u00ebsht\u00eb i dob\u00ebt dhe nd\u00ebrhyrja shtet\u00ebrore \u00ebsht\u00eb selektive.
