Kjo si obligim qytetar por edhe kushtetues!<br \/>\nNd\u00ebrkoh\u00eb nj\u00eb anket\u00eb me pyetje p\u00ebr qytetar\u00ebt i paraprin k\u00ebtij takimi \u2026 T\u00eb cil\u00ebn mund ta plot\u00ebsoni edhe ju n\u00eb Facebook n\u00eb faqen \u2018Komisioni Reform\u00ebs Territoriale t\u00eb PD\u2019<br \/>\nBashk\u00ebngitur po ju paraqes q\u00ebndrimin tim rreth disa tezave mbi t\u00eb cilat do t\u00eb ngihet projektim yn\u00eb: Qeverisje Vendore sa m\u00eb pran\u00eb qytetar\u00ebve!<br \/>\nTemat q\u00eb preka jan\u00eb:<br \/>\nS\u00eb pari, nj\u00eb analiz\u00eb rreth vet\u00ebeverisjes vendore, demokracis\u00eb locale, decentralizimit dhe zhvillimit rajonal n\u00eb k\u00ebto vite pas reform\u00ebs s\u00eb vitit 2014,<br \/>\nS\u00eb dyti, reagimi ndaj k\u00ebsa reforme i institucione evropiane dhe politik\u00ebs zhvillimore t\u00eb Kombeve t\u00eb Bashkuara.<br \/>\nS\u00eb treti, nj\u00eb projekt sugjerim rreth hart\u00ebs s\u00eb r\u00eb t\u00eb bashkive e rajoneve<br \/>\nKy shtjellim nuk p\u00ebrfaq\u00ebson ekspertiz\u00ebn e plot\u00eb rreth Reform\u00eb, por \u00ebsht\u00eb n\u00eb fakt nj\u00eb p\u00ebrmbledhje idesh q\u00eb do t\u00eb nxitin debatin.<br \/>\nDuke qen\u00eb i bindur se pikepamja ime nuk p\u00ebrfaq\u00ebson reform\u00ebn m\u00eb t\u00eb mir\u00eb, ju ftoj ta lexoni me durim dhe ta p\u00ebrmir\u00ebsoni me opinionet tuaja!<br \/>\n________________________________________<\/p>\n<p>Reforma Administrative e Territoriale + Plani i Ri i PD<br \/>\nJemi mbledhur p\u00ebr t\u00eb folur p\u00ebr nj\u00eb nga problemet m\u00eb t\u00eb m\u00ebdha t\u00eb Shqip\u00ebris\u00eb sot:<br \/>\nlargimin e shtetit nga qytetari.<br \/>\nN\u00eb pik\u00ebpamjen e time p\u00ebr qeverisjen vendore, kjo pseudo reform\u00eb \u00ebsht\u00eb eksperimenti m\u00eb i d\u00ebmsh\u00ebm, ku interesat meskine t\u00eb nj\u00eb grupi politik vendosen mbi interesin komb\u00ebtar dhe ato t\u00eb cdo qytetari.<br \/>\nReforma territoriale e 2014 u kthye n\u00eb nj\u00eb katastrof\u00eb p\u00ebr qeverisjen vendore, qytetar\u00ebt dhe shpopullimin e vendit<br \/>\nReforma e 2014 i hapi rrug\u00ebn uzurpimit t\u00eb qeverisjes vendore dhe manipulimit e zgjedhjeve lokale e q\u00ebndrore.<br \/>\nAjo:<br \/>\n\u2022 nuk i sh\u00ebrbeu qytetar\u00ebve<br \/>\n\u2022 nuk forcoi pushtetin vendor<br \/>\n\u2022 nuk ndaloi shpopullimin<br \/>\nP\u00ebrkundrazi\u2026 i p\u00ebrkeq\u00ebsoi t\u00eb gjitha.<\/p>\n<p>A. Analiza e situat\u00ebs aktuale<br \/>\nSot kemi nj\u00eb realitet t\u00eb thjesht\u00eb:<br \/>\nBashkit\u00eb jan\u00eb m\u00eb t\u00eb m\u00ebdha n\u00eb hart\u00eb\u2026<br \/>\npor m\u00eb t\u00eb dob\u00ebta n\u00eb realitet.<\/p>\n<p>1. Financat dhe autonomia<br \/>\nBashkit\u00eb jan\u00eb m\u00eb t\u00eb m\u00ebdha n\u00eb hart\u00eb, por m\u00eb t\u00eb dob\u00ebta financiarisht.<\/p>\n<p>Var\u00ebsia nga qeveria qendrore \u00ebsht\u00eb ende e lart\u00eb, dhe t\u00eb ardhurat vendore jan\u00eb t\u00eb pamjaftueshme p\u00ebr sh\u00ebrbime cil\u00ebsore.<\/p>\n<p>Pa para, nuk ka decentralizim t\u00eb v\u00ebrtet\u00eb.<br \/>\n\u2022 Buxheti i bashkive \u00ebsht\u00eb i pamjaftuesh\u00ebm n\u00eb raport me k\u00ebrkesat reale t\u00eb nj\u00ebsive vendore, p\u00ebrgjegj\u00ebsit\u00eb, funksionet dhe sh\u00ebrbimet q\u00eb ato kryejn\u00eb p\u00ebr qytetar\u00ebt.<br \/>\n\u2022 Buxheti paket mban t\u00eb pashlyer stokun aktual t\u00eb borxheve t\u00eb bashkive.<br \/>\n\u2022 Buxheteve lokale i mungon qytetaria, debati n\u00eb k\u00ebshillat bashkiake, llogaridh\u00ebnia, transparenca, konsultimi dhe rekomandimet e opozit\u00ebs apo shoq\u00ebris\u00eb civile&#8230;<br \/>\n\u2022 P\u00ebrtej fars\u00ebs s\u00eb shifrave, Transferta e Pakusht\u00ebzuar n\u00eb adres\u00eb t\u00eb vendor\u00ebve vazhdon t\u00eb p\u00ebrb\u00ebj\u00eb vet\u00ebm 1% t\u00eb PPB, e cila rezulton t\u00eb jet\u00eb m\u00eb e ul\u00ebta n\u00eb Evrop\u00eb.<br \/>\n\u2022 Me 1% t\u00eb PPB, Buxheti nuk mund t\u00eb realizoj\u00eb strategjit\u00eb komb\u00ebtare p\u00ebr luftimin e korrupsionit, frenimin e shpopullimit dhe nuk do t\u00eb mund t\u00eb zbuti varf\u00ebrin\u00eb q\u00eb ka prekur 70% t\u00eb popullsis\u00eb t\u00eb nj\u00ebsive vendore.<br \/>\n\u2022 Rritja me 13% e shpenzime t\u00eb buxhetit vendor, e trumpetuar nga qeveria ka t\u00eb b\u00ebj\u00eb me shtimin e barr\u00ebs s\u00eb taksave vendore e gjobave, si dhe rritjen e fondit t\u00eb pagave, numrit t\u00eb militant\u00ebve dhe shpenzimet e lluksit n\u00eb kurriz t\u00eb qytetar\u00ebve t\u00eb thjesht\u00eb.<br \/>\n\u2022 Ky \u00ebsht\u00eb buxheti icinerator\u00ebve dhe PPV. Pra burimi i pages\u00ebs antiligjore t\u00eb djeg\u00ebsve inekzistent t\u00eb plehrave edhe n\u00eb nj\u00ebsi t\u00eb tjera vendore.<br \/>\n\u2022 Buxheti gjeneron pasiguri t\u00eb jet\u00ebs dhe pron\u00ebs ndaj rreziqeve natyrore, sidomos t\u00eb zjarreve dhe p\u00ebrmbytjeve, pasi Fondi Rezerv\u00eb \u00ebsht\u00eb ulur me 22.9%.<br \/>\n\u2022 Buxheti  do t\u00eb vazhdoj\u00eb ta lej\u00eb Shqip\u00ebrin\u00eb \u201cturistike\u201d edhe k\u00ebt\u00eb vit<br \/>\npa plot\u00ebsimin e k\u00ebrkesave p\u00ebr 24 or\u00eb uj\u00eb t\u00eb pijsh\u00ebm dhe pa nd\u00ebrtimin e impianteve t\u00eb reja t\u00eb p\u00ebrpunimit t\u00eb ujrave t\u00eb ndotur n\u00eb qytetet e fshatrat turistik.<br \/>\n\u2022 Formula e ndarjes s\u00eb transfert\u00ebs s\u00eb pakusht\u00ebzuar n\u00eb k\u00ebt\u00eb buxhet \u00ebsht\u00eb jo transparente, jo e barabart\u00eb dhe diskriminuese ve\u00e7an\u00ebrisht p\u00ebr bashkit\u00eb veriore me buxhet t\u00eb kufizuar, zonat rurale dhe gjith\u00eb fshatrat e vendit!<br \/>\n\u2022 N\u00eb k\u00ebt\u00eb buxhet mungon financimi mjaftuesh\u00ebm n\u00eb subvencione dhe funksionet e  transferuara si mbrojtja sociale, vaditja, kullimi, digat, rrug\u00ebt rurale, dhe mbrojtja e pyjeve, t\u00eb cilat jan\u00eb jetike  sidomos p\u00ebr qytetar\u00ebt n\u00eb zonat kodrinore,<br \/>\n2. Centralizimi i Sh\u00ebrbimeve publike<br \/>\nQytetari paguan m\u00eb shum\u00eb\u2026<br \/>\npor merr m\u00eb pak sh\u00ebrbime.<br \/>\nN\u00eb vitet q\u00eb pasuan, nj\u00eb s\u00ebr\u00eb fushash q\u00eb sipas ligjit jan\u00eb kompetenc\u00eb ekskluzive e pushtetit vendor si<br \/>\n&#8211; menaxhimi i territorit,<br \/>\n&#8211; pron\u00ebs publike,<br \/>\n&#8211; uj\u00ebsjell\u00ebs-kanalizimet,<br \/>\nsh\u00ebrbimet e mbetjeve urbane dhe financat vendore \u2013 u vendos\u00ebn gjithnj\u00eb e m\u00eb shum\u00eb n\u00ebn kontroll t\u00eb institucioneve qendrore si Agjencia Komb\u00ebtare e Planifikimit t\u00eb Territorit (AKPT), Agjencia Komb\u00ebtare e Uj\u00ebsjell\u00ebs-Kanalizimeve, apo agjencit\u00eb e menaxhimit t\u00eb mbetjeve.<br \/>\nShpenzimet e nd\u00ebrmarrjeve publike 70% jan\u00eb p\u00ebr paga militant\u00ebsh dhe shpenzime lluksi<br \/>\nNdaj<br \/>\nSh\u00ebrbimet q\u00eb prekin \u00e7do dit\u00eb qytetar\u00ebt \u2013 uj\u00ebsjell\u00ebs, kanalizime, mbetjet \u2013 nuk funksionojn\u00eb si duhet.<br \/>\nHumbjet n\u00eb sistemet e uj\u00ebsjell\u00ebsit arrijn\u00eb mbi 50%.<br \/>\nQytetari paguan m\u00eb shum\u00eb, por merr m\u00eb pak.<br \/>\n3. Centralizimi financiar<br \/>\nT\u00eb dh\u00ebna ilustruese tregojn\u00eb p\u00ebr thellimin e var\u00ebsis\u00eb financiare t\u00eb bashkive:<br \/>\n\u2022 P\u00ebrqindja e transfertave t\u00eb pakusht\u00ebzuara nga buxheti i shtetit ra nga 2.8% e PBB-s\u00eb n\u00eb 2015 n\u00eb m\u00eb pak se 1.5% n\u00eb 2024.<br \/>\n\u2022 Mbi 70% e bashkive operojn\u00eb me buxhete deficitare.<br \/>\n\u2022 N\u00eb disa raste, qeveria qendrore ka bllokuar fonde p\u00ebr projekte vendore p\u00ebr arsye politike.<br \/>\n4. Shantazh dhe nd\u00ebrhyrje n\u00eb pun\u00ebt e bashkive nga qeveria<\/p>\n<p>Baza e vendosjes n\u00eb tutel\u00ebn e qeveris\u00eb t\u00eb bashkive \u00ebsht\u00eb vendosja n\u00eb ligj e kontrollit te nj\u00ebsive vendore nga qeveria!<br \/>\nK\u00ebshtu n\u00eb kund\u00ebrshtim me parimin e autonomis\u00eb institucionale t\u00eb parashikuar nga neni 7 i Kart\u00ebs kemi:<br \/>\n&#8211; shkarkimin e n\u00ebnpun\u00ebsve t\u00eb lart\u00eb vendor\u00eb,<br \/>\n&#8211; em\u00ebrimin e personave t\u00eb preferuar politikisht,<br \/>\n&#8211; ndikimin n\u00eb vendimmarrjen administrative,<br \/>\n&#8211; intimidimin e stafit drejtues.<br \/>\n5. Shkelja e Demokracis\u00eb vendore<br \/>\nVendimmarrja \u00ebsht\u00eb larg qytetarit.<br \/>\nK\u00ebshillat bashkiak\u00eb shpesh nuk marrin vendime t\u00eb r\u00ebnd\u00ebsishme, dhe qytetari nuk ndjehet pjes\u00eb e procesit.<br \/>\nMungon transparenca n\u00eb p\u00ebrdorimin e fondeve dhe investimeve.<br \/>\nNe k\u00ebt\u00eb m\u00ebnyr\u00eb kemi korrupsion galopant!<br \/>\n40 % e kryebashkiak\u00ebve jan\u00eb akuzuar nga prokuroria p\u00ebr korrupsion\u2026!<br \/>\n6. Shkeljet Ligjore, t\u00eb Kushtetut\u00ebs dhe t\u00eb Kart\u00ebs Evropiane t\u00eb Vetqeverisjes Vendore.<br \/>\nVendosja  n\u00ebn kontrollin e plot\u00eb t\u00eb qeveris\u00eb t\u00eb aktivitetit t\u00eb bashkive t\u00eb Shqip\u00ebris\u00eb ka ndodhur n\u00ebp\u00ebrmjet nj\u00eb transformimi i nj\u00eb pakete ligjesh, sikurse jan\u00eb:<br \/>\nMe ndryshimet n\u00eb ligjet e m\u00ebsip\u00ebrme Qeveria u ka rr\u00ebmbyer bashkive n\u00eb m\u00ebnyr\u00eb antidemokratike nj\u00ebsive vendore:<\/p>\n<p>&#8211; Autonomin\u00eb financiare dhe administrative<br \/>\n&#8211; Menaxhimin e pronave publike,<br \/>\n&#8211; P\u00ebrgjegj\u00ebsit\u00eb n\u00eb menaxhimin e territorit dhe lejeve t\u00eb nd\u00ebrtimit.<br \/>\n&#8211; Kompetencat n\u00eb sh\u00ebrbimet publike n\u00eb uj\u00eb, pastrim duke imponuar tarifa t\u00eb dyshimta apo t\u00eb inkriminuara si ato p\u00ebr djeg\u00ebsit e plehrave.<br \/>\n&#8211; Pjes\u00ebmarrjen dhe p\u00ebrfitimin e nj\u00ebsive vendore direkt nga programet evropiane.<br \/>\n&#8211;<br \/>\nKjo \u00ebsht\u00eb konfiskim i pushtetit vendor<\/p>\n<p>7. Shpopullimi<br \/>\nKjo \u00ebsht\u00eb pasoja m\u00eb e r\u00ebnd\u00eb.<br \/>\nKur largohet shteti nga qytetari\u2026 largohet edhe qytetari nga vendi!<br \/>\nShqip\u00ebria \u00ebsht\u00eb nj\u00eb plag\u00eb e madhe sociale<br \/>\nShpopullimi i friksh\u00ebm po boshatis vendin<br \/>\nMbi 500 mij\u00eb t\u00eb larguar!<br \/>\nKjo tregon q\u00eb reforma nuk ka ndaluar largimin e qytetar\u00ebve nga vendi i tyre.<br \/>\n________________________________________<\/p>\n<p>B.
