N\u00eb vitin 2022, sip\u00ebrfaqja e lejeve t\u00eb nd\u00ebrtimit arriti nivel rekord n\u00eb dekad\u00ebn e fundit.<\/p>\n<p>Ndon\u00ebse k\u00ebrkesa nuk duket se premton shum\u00eb, kompanit\u00eb e nd\u00ebrtimit nuk t\u00ebrhiqen. Sipas t\u00eb dh\u00ebnave t\u00eb INSTAT, n\u00eb vitin 2022, sip\u00ebrfaqja e dh\u00ebn\u00eb p\u00ebr leje nd\u00ebrtimi p\u00ebr banesa ishte rreth 1.8 milion\u00eb m2, niveli m\u00eb i lart\u00eb rekord.<\/p>\n<p>T\u00eb dh\u00ebna t\u00eb tjera t\u00eb INSTAT, q\u00eb jan\u00eb t\u00eb disponueshme deri n\u00eb vitin 2021, tregojn\u00eb se formimi bruto i kapitalit fiks p\u00ebr nd\u00ebrtesa p\u00ebr banim, i cili mat investimet e rezident\u00ebve p\u00ebr banesa, arriti n\u00eb 209 miliard\u00eb lek\u00eb (rreth 1.8 miliard\u00eb euro), q\u00eb \u00ebsht\u00eb niveli historik m\u00eb i lart\u00eb rekord, duke ia kaluar vitit 2006, kur ishte arritur kulmi i ciklit t\u00eb par\u00eb t\u00eb rritjes s\u00eb sektorit, q\u00eb ishte nxitur nga zhvendosje masive t\u00eb popullsis\u00eb pas viteve \u201890.<\/p>\n<p>M\u00eb pas, nd\u00ebrtimet hyn\u00eb n\u00eb nj\u00eb cik\u00ebl r\u00ebnieje, q\u00eb zgjati deri n\u00eb 2016-n. Pas k\u00ebtij viti filloi s\u00ebrish cikli i rritjes, k\u00ebt\u00eb her\u00eb jo i nxitur nga zhvendosjet e popullsis\u00eb, sesa nga orientimi i kapitaleve t\u00eb lira n\u00eb k\u00ebt\u00eb sektor, q\u00eb \u00ebsht\u00eb nd\u00ebr m\u00eb fitimprur\u00ebsit n\u00eb ekonomi.<\/p>\n<p>Nd\u00ebrsa kahu i ofert\u00ebs nuk ka nd\u00ebr mend t\u00eb ndalet n\u00eb gjysm\u00ebn e dyt\u00eb t\u00eb vitit 2023, ka sinjale se k\u00ebrkesa mund t\u00eb frenoj\u00eb p\u00ebr disa arsye:<\/p>\n<p>\u00a0<\/p>\n<p>Maturimi i k\u00ebrkes\u00ebs dhe rritja e \u00e7mimeve<\/p>\n<p>Ka nj\u00eb maturim apo frenim normal t\u00eb k\u00ebrkes\u00ebs pas nj\u00eb bumi nd\u00ebrtimesh q\u00eb po zgjat prej disa vitesh, e ndikuar dhe nga shtrenjtimi i vazhduesh\u00ebm i \u00e7mimeve t\u00eb apartamenteve.<\/p>\n<p>Vet\u00ebm n\u00eb vitin 2022, \u00e7mimet e apartamenteve u rrit\u00ebn me 40%, sipas Bank\u00ebs s\u00eb Shqip\u00ebris\u00eb.<\/p>\n<p>Nd\u00ebrsa k\u00ebt\u00eb vit, \u00e7mimet p\u00ebr her\u00eb t\u00eb par\u00eb pas disa vitesh kan\u00eb q\u00ebndruar n\u00eb vend. Por, nj\u00eb element q\u00eb mund t\u00eb shtrenjtoj\u00eb m\u00eb tej \u00e7mimet (dhe t\u00eb frenoj\u00eb k\u00ebrkes\u00ebn) \u00ebsht\u00eb ndryshimi i referenc\u00ebs p\u00ebr apartamentet.<br \/>\nKryetari i Bordit Drejtues t\u00eb Shoqat\u00ebs s\u00eb Nd\u00ebrtuesve, Erjon Harizi, pohoi se p\u00ebr shkak t\u00eb rritjes s\u00eb \u00e7mimeve t\u00eb referenc\u00ebs, do t\u00eb shtohen detyrimet e nd\u00ebrtuesve p\u00ebr pagesat e taks\u00ebs s\u00eb ndikimit n\u00eb infrastruktur\u00eb dhe t\u00eb kontributit t\u00eb strehimit social 3%.<\/p>\n<p>P\u00ebr k\u00ebto arsye, Shoqata paralajm\u00ebron rritje t\u00eb \u00e7mimeve t\u00eb apartamenteve me 150 deri n\u00eb 300 euro\/m\u00b2.<\/p>\n<p>\u00a0<\/p>\n<p>Shtrenjtimi i interesave po frenon kredin\u00eb<\/p>\n<p>Ndryshimi i kahut t\u00eb politik\u00ebs monetare t\u00eb Bank\u00ebs s\u00eb Shqip\u00ebris\u00eb e shtrenjtoi kredin\u00eb, p\u00ebrfshir\u00eb at\u00eb p\u00ebr blerje banese. Norma mesatare e interesit t\u00eb kredive t\u00eb reja n\u00eb Lek p\u00ebr blerje sht\u00ebpie n\u00eb muajin korrik 2023 arriti 4,04% nga 3.57% q\u00eb ishte n\u00eb muajin shkurt 2022, sipas t\u00eb dh\u00ebnave t\u00eb Bank\u00ebs s\u00eb Shqip\u00ebris\u00eb.<\/p>\n<p>P\u00ebr kredit\u00eb n\u00eb Euro, norma mesatare n\u00eb muajin korrik 2023 arriti 5,32% nga 3,54% q\u00eb ishte p\u00ebr muajin shkurt 2022. Sipas Bank\u00ebs s\u00eb Shqip\u00ebris\u00eb, rreth 41% e kredis\u00eb s\u00eb dh\u00ebn\u00eb \u00ebsht\u00eb n\u00eb euro dhe pjesa tjet\u00ebr n\u00eb monedh\u00ebn vendase.<\/p>\n<p>Shtrenjtimi i interesave ka filluar t\u00eb jap\u00eb ndikim n\u00eb k\u00ebrkes\u00ebn p\u00ebr kredi. Huaja e re p\u00ebr blerje banese ra me 3% p\u00ebr 8-mujorin 2023, n\u00eb krahasim me t\u00eb nj\u00ebjt\u00ebn periudh\u00eb t\u00eb nj\u00eb viti m\u00eb par\u00eb.<\/p>\n<p>\u00a0<\/p>\n<p>R\u00ebnia e fluksit t\u00eb parave informale<\/p>\n<p>Ndon\u00ebse \u00ebsht\u00eb e v\u00ebshtir\u00eb t\u00eb parashikohet, mund t\u00eb ket\u00eb nj\u00eb r\u00ebnie t\u00eb blerjeve nga burimet informale. Sinjalet nga tregu jan\u00eb q\u00eb intensifikimi i hetimeve nga SPAK po frenon kanalizimin e parave informale (nga aktivitetet ilegale apo korrupsioni) n\u00eb tregun e pasurive t\u00eb paluajtshme.<br \/>\nT\u00eb gjith\u00eb e pohojn\u00eb n\u00ebn z\u00eb se ai ka qen\u00eb nj\u00eb nga burimet kryesore t\u00eb financimit t\u00eb tregut t\u00eb pasurive t\u00eb paluajtshme, n\u00eb rreth 40% t\u00eb tij. Kjo p\u00ebrqindje mb\u00ebshtetet indirekt dhe nga t\u00eb dh\u00ebnat zyrtare.<\/p>\n<p>Sipas INSTAT, Prodhimi i Brendsh\u00ebm Bruto me \u00e7mime korente n\u00eb aktivitetin e pasurive t\u00eb paluajtshme, q\u00eb mat vler\u00ebn e transaksioneve ekonomike n\u00eb k\u00ebt\u00eb sektor n\u00eb 6-mujorin e par\u00eb 2023 ishte 66 miliard\u00eb lek\u00eb, ose rreth 630 milion\u00eb euro.<\/p>\n<p>T\u00eb dh\u00ebnat e tjera t\u00eb Bank\u00ebs s\u00eb Shqip\u00ebris\u00eb b\u00ebjn\u00eb t\u00eb ditur se huaja e re p\u00ebr blerje banesash p\u00ebr t\u00eb nj\u00ebjt\u00ebn periudh\u00eb ishte 24 miliard\u00eb lek\u00eb (rreth 230 milion\u00eb euro), duke mbuluar rreth 36% t\u00eb blerjeve. Nd\u00ebrsa blerjet e t\u00eb huajve p\u00ebr t\u00eb nj\u00ebjt\u00ebn periudh\u00eb ishin rreth 127 milion\u00eb euro (20% e totalit t\u00eb transaksioneve).<\/p>\n<p>\u00c7mimet e larta frenojn\u00eb blerjet e t\u00eb huajve<\/p>\n<p>Blerjet e t\u00eb huajve n\u00eb pasurit\u00eb e paluajtshme ishin nj\u00eb tjet\u00ebr burim q\u00eb i dha hov tregut. Kthimi i Shqip\u00ebris\u00eb n\u00eb nj\u00eb destinacion turistik dhe diferencat me \u00e7mimet n\u00eb raport me vendet fqinj\u00eb me struktur\u00eb t\u00eb ngjashme bregdetare, si Mali i Zi apo Kroacia, nxit\u00ebn blerjet e t\u00eb huajve, sidomos n\u00eb bregdet.<\/p>\n<p>Sipas t\u00eb dh\u00ebnave nga Banka e Shqip\u00ebris\u00eb, vitin e kaluar, investimet e t\u00eb huajve n\u00eb pasuri t\u00eb paluajtshme n\u00eb Shqip\u00ebri arrit\u00ebn vler\u00ebn e 291 milion\u00eb eurove, n\u00eb rritje me 52% m\u00eb shum\u00eb krahasuar me t\u00eb nj\u00ebjt\u00ebn periudh\u00eb t\u00eb vitit t\u00eb m\u00ebparsh\u00ebm.<\/p>\n<p>Pasurit\u00eb e paluajtshme soll\u00ebn m\u00eb shum\u00eb se 21% t\u00eb vler\u00ebs s\u00eb p\u00ebrgjithshme t\u00eb Investimeve t\u00eb Huaja Direkte p\u00ebr vitin e kaluar.<\/p>\n<p>Po teksa \u00e7mimet po shkojn\u00eb drejt barazimit, \u2013 p.sh. n\u00eb bregdetin e Jugut kan\u00eb arritur n\u00eb 4 mij\u00eb euro\/m2, nj\u00ebsoj si n\u00eb Malin e Zi, k\u00ebrkesa e t\u00eb huajve pritet t\u00eb frenohet. Kjo tendenc\u00eb ka filluar tashm\u00eb t\u00eb materializohet.<\/p>\n<p>N\u00eb total, p\u00ebr t\u00eb gjith\u00eb 6-mujorin e par\u00eb t\u00eb vitit, vlera e investimeve t\u00eb huaja n\u00eb pasuri t\u00eb paluajtshme ka zbritur n\u00eb 127 milion\u00eb euro, n\u00eb r\u00ebnie me 14.2% krahasuar me 6-mujorin e par\u00eb t\u00eb vitit t\u00eb kaluar.<br \/>\nAmnistia pezull<\/p>\n<p>Ka disa vjet q\u00eb qeveria po tenton t\u00eb kryej\u00eb nj\u00eb amnisti t\u00eb p\u00ebrgjithshme, q\u00eb nd\u00ebr t\u00eb tjera do t\u00eb mund\u00ebsoj\u00eb legalizimin e kapitaleve t\u00eb emigrant\u00ebve.
