{"id":60486,"date":"2023-09-28T16:15:41","date_gmt":"2023-09-28T16:15:41","guid":{"rendered":"https:\/\/neutrale.al\/?p=60486"},"modified":"2023-09-28T16:15:41","modified_gmt":"2023-09-28T16:15:41","slug":"kardhiq-delvine-kosto-totale-arrin-145-mln-euro-ne-2009-n-u-planifikua-26-5-mln-euro-arrsh-projekti-ka-ndryshuar","status":"publish","type":"post","link":"https:\/\/neutrale.al\/index.php\/2023\/09\/28\/kardhiq-delvine-kosto-totale-arrin-145-mln-euro-ne-2009-n-u-planifikua-26-5-mln-euro-arrsh-projekti-ka-ndryshuar\/","title":{"rendered":"Kardhiq-Delvin\u00eb, kosto totale arrin 145 mln euro; N\u00eb 2009-n u planifikua 26.5 mln euro, ARRSH: Projekti ka ndryshuar"},"content":{"rendered":"<p>Rruga e Kardhiq-Delvin\u00eb do t\u00eb jet\u00eb nj\u00eb nd\u00ebr projektet kryesore q\u00eb do t\u00eb financohet gjat\u00eb periudh\u00ebs 2023-2025, duke i \u00e7uar kostot deri m\u00eb tani n\u00eb mbi 15 miliard\u00eb lek\u00eb, ose rreth 145 milion\u00eb euro, sipas t\u00eb dh\u00ebnave t\u00eb Ministris\u00eb s\u00eb Financave nga lista shum\u00ebvje\u00e7are e investimeve.<\/p>\n<p>N\u00eb vitin 2009, n\u00eb nj\u00eb tabel\u00eb t\u00eb projekteve prioritare nga Ministria e Transportit n\u00eb at\u00eb koh\u00eb, rruga Kardhiq-Delvin\u00eb, rreth 39 kilomet\u00ebr do t\u00eb kushtonte 26,5 milion\u00eb euro (shiko tabel\u00ebn e m\u00ebposhtme), teksa vlera e harxhuar p\u00ebr rrug\u00ebn n\u00eb 15 vjet \u00ebsht\u00eb 5.7 her\u00eb m\u00eb e lart\u00eb.<\/p>\n<p>Pavar\u00ebsisht se qeveria inauguroi p\u00ebrfundimin e punimeve n\u00eb vitin 2021, aksi vijon t\u00eb marr\u00eb financime t\u00eb m\u00ebdha nga buxheti i shtetit.<\/p>\n<p>N\u00eb projektbuxhetin afatmes\u00ebm 2023-2025 q\u00eb Ministria e Infrastruktur\u00ebs ka d\u00ebrguar n\u00eb Ministrin\u00eb e Financave jan\u00eb programuar p\u00ebr t\u2019u financuar edhe 1,5 miliard\u00eb lek\u00eb n\u00eb 4 lote t\u00eb ndryshme, kryesisht sinjalistika dhe siguria rrugore. Shumica e k\u00ebtyre fondeve ishin planifikuar p\u00ebr t\u2019u p\u00ebrdorur vitin e kaluar dhe k\u00ebt\u00eb vit, por jan\u00eb shtyr\u00eb n\u00eb koh\u00eb.<\/p>\n<p>Sipas t\u00eb dh\u00ebnave nga Thesari i Ministris\u00eb s\u00eb Financave, deri m\u00eb tanim projekti ka kaluar vler\u00ebn e 15 miliard\u00eb lek\u00ebvem shumica e t\u00eb cilave u dhan\u00eb p\u00ebr t\u00eb p\u00ebrfunduar punimet e 15 kilometrave t\u00eb aksit, pasi t\u00eb tjerat ishin nd\u00ebrtuar para vitit 2014.<\/p>\n<p>Duke qen\u00eb se zbatimi i projektit p\u00ebr k\u00ebt\u00eb aks \u00ebsht\u00eb shtrir\u00eb n\u00eb dy dekada dhe punimet jan\u00eb cop\u00ebzuar n\u00eb 8 lote, gjurmimi i fondeve v\u00ebshtir\u00ebsohet.<\/p>\n<p>Kosto e punimeve nga 680 mij\u00eb euro p\u00ebr kilomet\u00ebr q\u00eb ishte parashikuar kur nisi projekti, ka kapur vlera mbi 5 milion\u00eb euro p\u00ebr punimet e zhvilluara pas vitit 2019 dhe po vijon ende financimin.<\/p>\n<p>Banka Bot\u00ebrore ka analizuar se kur punimet n\u00eb nj\u00eb objekt zgjasin m\u00eb shum\u00eb se tre vite kostot rriten n\u00eb m\u00ebnyr\u00eb progresive p\u00ebr shkak t\u00eb amortizimit, teksa shtesat e punimeve b\u00ebhen t\u00eb pashmangshme.<\/p>\n<p>N\u00eb disa prej lot\u00ebve, shtesat e punimeve kan\u00eb kaluar 30% t\u00eb vler\u00ebs fillestare t\u00eb kontrat\u00ebs.<\/p>\n<p>Qeveria Berisha, n\u00eb vitin 2007, vendosi nd\u00ebrtimin e k\u00ebtij aksi, por punimet u nd\u00ebrpren\u00eb p\u00ebr t\u00eb rinisur n\u00eb vitin 2018, p\u00ebr t\u00eb nd\u00ebrtuar rreth 16 kilometra, pasi punimet p\u00ebr 16 kilometra ishin t\u00eb p\u00ebrfunduara.<\/p>\n<p>Kostot e rrug\u00ebs u rrit\u00ebn pasi qeveria vendosi vitin e kaluar t\u00eb rishikonte projektin n\u00eb t\u00eb gjith\u00eb gjat\u00ebsin\u00eb e tij, p\u00ebr ta pajisur me sinjalistik\u00eb t\u00eb gjitha lot\u00ebt n\u00eb gjat\u00ebsin\u00eb prej 32 kilomet\u00ebr, funksion q\u00eb normalisht e kryejn\u00eb kompanit\u00eb q\u00eb realizojn\u00eb punimet.<\/p>\n<p>Rruga Kardhiq \u2013 Delvin\u00eb \u00ebsht\u00eb e kategoris\u00eb B me dy korsi, me gjer\u00ebsi q\u00eb varion nga 10 n\u00eb 17 met\u00ebr. Ky aks synon t\u00eb shkurtoj\u00eb distanc\u00ebn nd\u00ebrmjet Tiran\u00ebs dhe Sarand\u00ebs, duke shmangur Qaf\u00ebn e Muzin\u00ebs.<\/p>\n<p>Rruga e cila u konceptua p\u00ebr nxitjen e turizmit kryesisht u kthye n\u00eb nj\u00eb sag\u00eb pa fund dhe kosto t\u00eb larta p\u00ebr taksapaguesit.<\/p>\n<p>\u00a0<\/p>\n<p>ARRSH: Kostot p\u00ebr Sarand\u00eb -Delvine nuk jan\u00eb rritur<\/p>\n<p>Burimet zyrtare nga ARRSH pohuan se, kostot p\u00ebr nd\u00ebrtimin e Rrug\u00ebs Kardhiq-Delvin\u00eb nuk kan\u00eb pasur asnj\u00eb rritje. Informacioni referuar vitit 2009, nga Ministria e Transporteve b\u00ebnte fjal\u00eb p\u00ebr tre kontratat e para, nga t\u00eb cilat dy shtrihen nga ana e Delvin\u00ebs dhe nj\u00eb nga ana e Kardhiqit me gjat\u00ebsi totale prej 16.529 km n\u00eb terren fushor.<\/p>\n<p>K\u00ebto kontrata kan\u00eb kosto prej 1.731.806.954 lek\u00eb me TVSH.<\/p>\n<p>Nd\u00ebrsa nga viti 2018 jan\u00eb lidhur edhe 7 kontrata, me gjat\u00ebsi 22.188 km, me vler\u00eb totale 14.011.416.977 lek\u00eb me TVSH.<\/p>\n<p>T\u00eb gjitha k\u00ebto kontrata jan\u00eb ndryshe nga kontratat e tjera, pasi jan\u00eb n\u00eb nj\u00eb terren t\u00eb thyer malor, ku kuptohet qart\u00eb se nd\u00ebrtimi i nj\u00eb kilomet\u00ebr rrug\u00eb n\u00eb k\u00ebto kushte nuk \u00ebsht\u00eb nj\u00eblloj si nj\u00eb kilomet\u00ebr n\u00eb rrug\u00eb fushore (p\u00ebrfshir\u00eb k\u00ebtu edhe nd\u00ebrtimin e tunelit t\u00eb Sk\u00ebrfic\u00ebs me nj\u00eb gjat\u00ebsi prej 3 km).<\/p>\n<p>Nj\u00eb nga k\u00ebto kontrata p\u00ebrfshinte punime t\u00eb sinjalistik\u00ebs dhe t\u00eb siguris\u00eb rrugore n\u00eb t\u00eb gjith\u00eb aksin Kardhiq-Delvin\u00eb prej 38.717 km, t\u00eb cilat nuk ishin p\u00ebrfshir\u00eb n\u00eb tre kontratat e para t\u00eb tenderuara n\u00eb vitin 2009.<\/p>\n<p>Nd\u00ebrsa nj\u00eb kontrat\u00eb tjet\u00ebr e tenderuar n\u00eb vitin 2022 p\u00ebrfshin t\u00eb gjith\u00eb elementet e mbrojtjes s\u00eb skarpatave (punime speciale) p\u00ebr faktin se kat\u00ebr nga k\u00ebto kontrata shtrihen n\u00eb terren t\u00eb thyer malor me skarpata q\u00eb jan\u00eb mbi 40 m lart\u00ebsi.<\/p>\n<p>Punimet p\u00ebr 7 Lotet e projektit Kardhiq-Delvin\u00eb kan\u00eb p\u00ebrfunduar dhe tashm\u00eb rruga \u00ebsht\u00eb e aksesueshme p\u00ebr t\u00eb gjith\u00eb.<\/p>\n<p>Aktualisht po punohet vet\u00ebm n\u00eb lotin 8, q\u00eb ka t\u00eb b\u00ebj\u00eb me mbrojtjen e skarpateve dhe rivitalizimin e tyre, duke i mbjell\u00eb me pem\u00eb dhe bim\u00eb t\u00eb zon\u00ebs.
