{"id":34419,"date":"2022-12-24T11:30:13","date_gmt":"2022-12-24T11:30:13","guid":{"rendered":"https:\/\/neutrale.al\/?p=34419"},"modified":"2022-12-24T11:30:13","modified_gmt":"2022-12-24T11:30:13","slug":"ndertimet-ne-shqiperi-zeri-i-amerikes-burimet-e-parave-jane-te-paqarta","status":"publish","type":"post","link":"https:\/\/neutrale.al\/index.php\/2022\/12\/24\/ndertimet-ne-shqiperi-zeri-i-amerikes-burimet-e-parave-jane-te-paqarta\/","title":{"rendered":"Nd\u00ebrtimet n\u00eb Shqip\u00ebri\/ Z\u00ebri i Amerik\u00ebs: Burimet e parave jan\u00eb t\u00eb paqarta"},"content":{"rendered":"<p>N\u00eb Tiran\u00eb, Programi p\u00ebr Zhvillim i Kombeve t\u00eb Bashkuara, UNDP, prezantoi t\u00eb premten n\u00eb nj\u00eb tryez\u00eb teknike nj\u00eb studim sipas t\u00eb cilit, burimet e k\u00ebrkes\u00ebs s\u00eb madhe p\u00ebr leje t\u00eb reja nd\u00ebrtimi jan\u00eb t\u00eb paqarta: Nd\u00ebrsa popullsia po zvog\u00eblohet, nj\u00eb pjes\u00eb e konsiderueshme e banesave jan\u00eb bosh dhe stoku i tyre \u00ebsht\u00eb rritur.<\/p>\n<p>Studimi vler\u00ebson q\u00eb, n\u00eb Shqip\u00ebri nuk ka k\u00ebrkes\u00eb tregu p\u00ebr k\u00ebt\u00eb rritje t\u00eb nd\u00ebrtimeve t\u00eb reja, por \u00ebsht\u00eb oferta, q\u00eb dikton tregun, nd\u00ebrsa n\u00eb 8 vitet e fundit \u00e7mimet e pasurive t\u00eb paluajtshme jan\u00eb rritur me 102%.<\/p>\n<p>Studimi i UNDP mbi nd\u00ebrtimin, strehimin dhe pasurit\u00eb e paluajtshme v\u00ebren se industria e nd\u00ebrtimit u rigjall\u00ebrua nga viti 2017 e n\u00eb vazhdim, nd\u00ebrsa vendin kryesor e z\u00ebn\u00eb banesat. Ato mbulojn\u00eb 76% t\u00eb sip\u00ebrfaqes s\u00eb re t\u00eb nd\u00ebrtimit t\u00eb miratuar n\u00eb vitin 2021. M\u00eb shum\u00eb se dy t\u00eb tretat e nd\u00ebrtimeve t\u00eb reja po ngrihen n\u00eb Tiran\u00eb (62%) dhe n\u00eb Durr\u00ebs (7%).<\/p>\n<p>Por n\u00eb studim theksohet q\u00eb burimet e k\u00ebrkesave t\u00eb shumta p\u00ebr leje t\u00eb reja nd\u00ebrtimi mbeten t\u00eb paqarta, p\u00ebrderisa pron\u00ebsia e banesave n\u00eb Shqip\u00ebri \u00ebsht\u00eb nd\u00ebr m\u00eb t\u00eb lartat n\u00eb Europ\u00eb. Nj\u00eb pjes\u00eb e konsiderueshme e banesave jan\u00eb bosh, popullsia po pak\u00ebsohet, por lejet e reja parashikojn\u00eb mbi 11 milion\u00eb met\u00ebr katror\u00eb banesa t\u00eb reja n\u00eb dekad\u00ebn e fundit.<\/p>\n<p>\u201cIdeja \u00ebsht\u00eb q\u00eb t\u00eb diskutojm\u00eb e t\u00eb reflektojm\u00eb: Gjith\u00eb k\u00ebto paradokse q\u00eb po flasim a kan\u00eb apo jo nj\u00eb sens ekonomik? N\u00ebse deri tani rritja e \u00e7mimeve t\u00eb k\u00ebtij tregu n\u00eb paritet me tregjet e tjera ka qen\u00eb e pritshme, tani n\u00eb kuadrin e tkurrjes s\u00eb popullsis\u00eb dhe t\u00eb rritjes s\u00eb nd\u00ebrtimeve duhet menduar se ku po shkohet, sepse gjasat p\u00ebr risqe rriten\u201d, thot\u00eb Eno Ngjela, specialist programi n\u00eb UNDP.<\/p>\n<p>N\u00eb studim v\u00ebrehet se k\u00ebrkesat p\u00ebr banesa nuk mund t\u2019i rrit\u00eb as migrimi i brendsh\u00ebm, sepse kur popullsia e Tiran\u00ebs dhe e Durr\u00ebsit jan\u00eb rritur s\u00eb bashku vet\u00ebm 4 p\u00ebr qind, nga ana tjet\u00ebr stoku i banesave \u00ebsht\u00eb rritur mbi 27 p\u00ebr qind dekad\u00ebn e fundit.<\/p>\n<p>Edhe m\u00eb paradoksale \u00ebsht\u00eb gjetja se tregu nuk ka k\u00ebrkes\u00eb p\u00ebr nj\u00eb shtim kaq t\u00eb madh t\u00eb nd\u00ebrtimeve t\u00eb reja, por nga ana tjet\u00ebr \u00e7mimet e pasurive t\u00eb paluajtshme jan\u00eb rritur me 102 p\u00ebr qind dekad\u00ebn e fundit, nj\u00eb rritje, q\u00eb n\u00eb studim cil\u00ebsohet si e shpejt\u00eb dhe e paprecedent.<\/p>\n<p>\u00c7mimet e banesave n\u00eb Tiran\u00eb, Durr\u00ebs dhe qytete t\u00eb tjera bregdetare jan\u00eb trefishuar krahasuar me vet\u00ebm pak vite m\u00eb par\u00eb.<\/p>\n<p>\u00c7mimi mesatar i shitjes s\u00eb banesave n\u00eb shtator 2022 p\u00ebr t\u00eb gjith\u00eb vendin \u00ebsht\u00eb 1,146 \u20ac\/m2 dhe kjo ka ardhur p\u00ebr shkak t\u00eb \u00e7mimeve t\u00eb fryra n\u00eb Tiran\u00eb dhe n\u00eb zonat bregdetare.<\/p>\n<p>N\u00eb kryeqytet, \u00e7mimi mesatar \u00ebsht\u00eb 1,365 \u20ac\/m2, duke u luhatur nga 770 euro deri n\u00eb 2,290 \u20ac\/m2 n\u00eb var\u00ebsi t\u00eb zon\u00ebs. N\u00eb zonat bregdetare \u00e7mimi mesatar i shitjes \u00ebsht\u00eb 1,600 \u20ac\/m2, duke variuar nga 950 \u20ac\/m2 n\u00eb Sh\u00ebngjin deri me 2,500 \u20ac\/m2 n\u00eb Dh\u00ebrmi. Nd\u00ebrsa pa Tiran\u00ebn dhe bregdetin, \u00e7mimi mesatar \u00ebsht\u00eb 380 \u20ac\/m2.<\/p>\n<p>Studimi v\u00ebren luhatje t\u00eb larta t\u00eb \u00e7mimeve, gj\u00eb q\u00eb tregon se tregu i pasurive t\u00eb paluajtshme n\u00eb Shqip\u00ebri \u00ebsht\u00eb ende i paq\u00ebndruesh\u00ebm dhe i preksh\u00ebm ndaj pritshm\u00ebrive, emocioneve dhe spekulimeve.<\/p>\n<p>Tregu i pasurive t\u00eb paluajtshme n\u00eb Shqip\u00ebri \u00ebsht\u00eb i drejtuar nga oferta, sepse shit\u00ebsit nuk kan\u00eb ndonj\u00eb nevoj\u00eb p\u00ebr t\u00eb shitur dhe se numri i bler\u00ebsve \u00ebsht\u00eb mjaft i ul\u00ebt. Madje ky treg \u00ebsht\u00eb form\u00ebsuar nga oferta, thekson studimi, sepse oferta p\u00ebr banesa \u00ebsht\u00eb rritur m\u00eb shum\u00eb se sa k\u00ebrkesa.<\/p>\n<p>Nga ky raport del se nd\u00ebrtimtaria, strehimi dhe pasurit\u00eb e paluajtshme p\u00ebrb\u00ebjn\u00eb nj\u00eb treg t\u00eb zhbalancuar, i cili ec\u00ebn p\u00ebrkund\u00ebr pritshm\u00ebrive p\u00ebr zhvillimin e nj\u00eb ekonomie normale tregu. N\u00eb ekonomit\u00eb e tregut \u00ebsht\u00eb k\u00ebrkesa ajo q\u00eb dikton tregun, nd\u00ebrsa n\u00eb k\u00ebt\u00eb sektor n\u00eb Shqip\u00ebri po ndodh e kund\u00ebrta; tregu drejtohet nga oferta dhe jo nga k\u00ebrkesa.<\/p>\n<p>\u201cNuk mendojm\u00eb se po japim nj\u00eb di\u00e7ka t\u00eb parashkruar, ose q\u00eb po japim nj\u00eb recet\u00eb p\u00ebr zgjidhje. Thjesht po b\u00ebjm\u00eb q\u00eb kjo tem\u00eb, si\u00e7 e ka nxjerr\u00eb edhe raporti i fundit i FMN-s\u00eb, \u00ebsht\u00eb nj\u00eb di\u00e7ka q\u00eb duhet mbajtur n\u00eb monitorim dhe mbik\u00ebqyrje. Dhe ku ka m\u00eb mir\u00eb se sa nj\u00eb diskutim p\u00ebr ta b\u00ebr\u00eb k\u00ebt\u00eb pun\u00eb\u201d, thot\u00eb zoti Ngjela.<\/p>\n<p>N\u00eb studim thuhet se n\u00eb vitin 2021, sht\u00ebpit\u00eb e shitura p\u00ebrb\u00ebnin 2,89% t\u00eb totalit t\u00eb stokut t\u00eb banesave dhe 66% t\u00eb lejeve t\u00eb nd\u00ebrtimit t\u00eb dh\u00ebna at\u00eb vit. Vihet re nj\u00eb rritje e fluksit t\u00eb kapitalit t\u00eb huaj n\u00eb tregun shqiptar t\u00eb pasurive t\u00eb paluajtshme, nj\u00eb pjes\u00eb n\u00eb zonat bregdetare, t\u00eb cilat n\u00eb vitin 2021 p\u00ebrb\u00ebnin rreth 12.5% t\u00eb transaksioneve.<\/p>\n<p>\u201cEdhe kursimet jan\u00eb rritur, ndaj \u00ebsht\u00eb e paqart\u00eb se si jan\u00eb financuar 50% e mbetur e transaksioneve. Ato mund t\u2019i atribuohen kursimeve n\u00eb para, remitancave ose shk\u00ebmbimeve\u201d, n\u00ebnvizohet n\u00eb p\u00ebrfundimet e studimit.<\/p>\n<p>N\u00eb t\u00eb v\u00ebrehet se dy vitet e fundit rreth 35 p\u00ebr qind e pronave jan\u00eb bler\u00eb nga rezident\u00eb joshqiptar\u00eb dhe se ky lloj investimi po rritet me shpejt\u00ebsi. N\u00eb vitin 2021 jan\u00eb investuar 191 milion\u00eb euro nga t\u00eb huajt n\u00eb tregun e pasurive t\u00eb paluajtshme, duke sh\u00ebnuar nj\u00eb rritje prej 139%, krahasuar me nj\u00eb vit m\u00eb par\u00eb.<\/p>\n<p>N\u00eb gjasht\u00ebmujorin e par\u00eb t\u00eb vitit 2022 investime t\u00eb huaja n\u00eb blerje t\u00eb pronave jan\u00eb n\u00eb vler\u00eb 142 milion\u00eb euro, me nj\u00eb rritje prej 78% krahasuar me t\u00eb nj\u00ebjt\u00ebn periudh\u00eb t\u00eb nj\u00eb viti m\u00eb par\u00eb. Transaksionet e pasurive t\u00eb paluajtshme n\u00eb Shqip\u00ebri gjat\u00eb vitit 2021 vler\u00ebsohet t\u00eb jen\u00eb af\u00ebrsisht 1.53 miliard\u00eb euro.<\/p>\n<p>Nga ana tjet\u00ebr, banesat nuk jan\u00eb t\u00eb p\u00ebrballueshme p\u00ebr nj\u00eb pjes\u00eb t\u00eb r\u00ebnd\u00ebsishme t\u00eb familjeve shqiptare, thekson studimi. N\u00ebse nj\u00eb familje me t\u00eb ardhura mesatare blen sot nj\u00eb sht\u00ebpi me \u00e7mimet aktuale, ajo mund t\u00eb zbres\u00eb shpejt n\u00ebn kufirin e varf\u00ebris\u00eb, por ndikimi i ardhsh\u00ebm do t\u00eb bjer\u00eb mbi \u00e7iftet e reja ose migrant\u00ebt e brendsh\u00ebm.<\/p>\n<p>\u201cDeri tani familjet shqiptare kan\u00eb k\u00ebrkuar mund\u00ebsi m\u00eb t\u00eb mira n\u00eb Tiran\u00eb dhe Durr\u00ebs, dhe rritja e ndjeshme e industris\u00eb s\u00eb turizmit mund t\u00eb p\u00ebrb\u00ebj\u00eb mund\u00ebsi t\u00eb r\u00ebnd\u00ebsishme pun\u00ebsimi p\u00ebr familjet<\/p>\n<p>nga rajonet e varfra. Kjo mund t\u00eb jet\u00eb e dobishme edhe p\u00ebr industrin\u00eb e turizmit, e cila po lufton me munges\u00ebn e pun\u00ebtor\u00ebve dhe aktualisht po pun\u00ebson njer\u00ebz nga jasht\u00eb\u201d, shton studimi.<\/p>\n<p>Por rritjet drastike t\u00eb \u00e7mimeve n\u00eb zonat bregdetare e b\u00ebjn\u00eb t\u00eb pamundur q\u00eb familjet emigrante t\u00eb p\u00ebrballojn\u00eb strehimin. Banesat e pap\u00ebrballueshme jan\u00eb nj\u00eb nga shkaqet kryesore t\u00eb nd\u00ebrprerjes s\u00eb fluksit natyror t\u00eb fuqis\u00eb pun\u00ebtore dhe mungesa e pun\u00ebtor\u00ebve mund t\u00eb ndikoj\u00eb n\u00eb industrin\u00eb e turizmit duke ngadal\u00ebsuar rritjen e saj, theksohet n\u00eb studim.<\/p>\n<p>\u201cUNDP e ka mision kryesor zhvillimin e shoq\u00ebris\u00eb dhe individit. N\u00eb fund t\u00eb dit\u00ebs \u00ebsht\u00eb e r\u00ebnd\u00ebsishme q\u00eb zhvillimi ekonomik dhe gjith\u00eb sektor\u00ebve t\u00eb kap\u00eb gjith\u00eb qytetar\u00ebt e Shqip\u00ebris\u00eb, duke mund\u00ebsuar zhdukjen e pabarazive si dhe adresimin e shqet\u00ebsimeve sociale.
